Parameter values are monetary and non-monetary values needed to apply the methodologies in the Guidelines. They consist of:
- physical parameters such as crash rates, emission rates, and vehicle and infrastructure size, capacities and speeds, and
- unit costs and benefits for use in cost–benefit analyses to monetise changes expressed in physical units (numbers of hours, kilometres, tonnes) and impacts (economic, social and environmental).
Having a standard set of parameter values promotes consistent planning, assessment and appraisal.
